There is no forever mode.
Story is important.
It has an end.
On the Discord the devs have mentioned that the number of quests is finite, but you can continue doing them after the main story/quests completion, and then keep going and fill out your fishing encyclopedia. I can't remember if anyone has asked whether all the achievements can be done in one playthrough. There are decisions to make, although I have no idea what since I have been avoiding story spoilers.
Only time will tell if it's a Portal or a Portaloo.
High cost, day 1 DLC, boring and tedious gameplay loop.

Some trolls are just nitpicking about the "dlc" which really isn´t a dlc.
Every game in the past few years have had a load of hate.
Too woke, not woke enough, too much grinding, not long enough.
There was a time when if a game was not for you, you'd simply move on but now people think their opinions are so worthwhile even if they have no interest in a game they will comment.
I am thinking of joining in, next call of duty game go onto the website and state
"Not buying this trash until they change it from a First person shooter to a cRPG. Fail devs"
