Does anyone know where to get refined metal from. Ive been searching for hours.

You can buy it from the travelling merchant in Twisted Sands for $500.

As far as finding it, I don't know.

Gale Cliffs traveling merchant, too. I'm assuming it's the same merchant?

You don't have to buy that travelling merchant one, you can find a piece around Gale Cliffs while doing another quest there.

There's a few dredging spots on the map, mostly blocked by bomb walls. There's one on the backside of the island with the first town on it, for example.
They don't seem to replenish though.

Merchant sells them, each store restocks with certain intervals, and there's multiple single dredge spots. I had more than enough without dredge each spot for them.

Yeah personally I bought too many and am now selling them back to the merchant just to get back some money. Once you've completed the quests at Gale Cliffs you'll start finding them naturally. I've found at least 3 or 4 naturally now, and have sold 2 back because I have more than enough.
