Pale Reach has its own region to the south that the story is mostly contained within, but the Iron Rig takes you around the already existing map.
It also has upgrades and advancements that will help with the main set of missions, whereas all the equipment that Pale Reach DLC introduces is meant for the new region that is introduced and useless outside it.
The Pale Reach is great atmosphere and is a self-contained mini story. Its on point with its Lovecraftian-inspiredness. It is short, however.. and the few things that came exclusively with it you may or may not make use of depending on when you do the DLC, and that let people down. If you already completed everything, then you won't make use of Ice for example. It keeps fish fresh a lot longer on long trips- which actually WOULD be useful for doing Iron Rig earlier on in the story funnily enough.
The Iron Rig is a bit more robust almost to the point of overpowering you in a game that doesn't really need it? Its neat mechanically wise, and big scary ocean snake likes to startle me around the area at times.. no more napping while sailing for me lulz. Tho story wise, so far I feel it lacks something.. I don't hate it tho and still working thru it. Lotta QoL comes with it too I noticed and I liked the new fishing mechanic added. Mechanically its wonderful and I'm super satisfied with that part.
Overall if you like to spend wisely and didn't fall in love with the game the first time around, I'd just wait for sales and pick them up then. Its not as if the game is any real different with or without them. Some people expect it to be more than it is and get disappointed. Hence why The Pale Reach isn't so 'great' on reviews. The usual over-expectations vs reality.
