After you've upgraded the Rig one or two times you can make a kind of trawling equipment that lets you mop up the oil spills. (It's in the second page of equipment, far left.) Mop up enough and you'll get a dark canister in your trawling inventory.
Later on you can also craft new canisters using those dark splotches that sometimes pop up in your ship's inventory, so save those! Don't toss them like I did, they have purpose.

you can get dark splotches very easily, its not worth the space to save them.
if you want to get alot fast just go to any fishing spot inside a oil spill and make sure to fail the fishing game. Each time you don't hit the green you will get a splotch. you can rack up a fill shipload in under 5 minutes. Though you probably dont need that many at a time.

If you're panicked, the little floating eyeballs that spawn in will create a dark splash when they jump on your boat - they don't do any damage that I've noticed, so that's good. Of course, if you're seeing them, you're also likely to see something...much much worse in short order.

There's no need to waste your space with those splotches. If you fish in an oil spill and pull early than you automatically get a black splotch
