Also (slight spoiler) if you want to touch the obelisks while panicked- don;t read the book you get from the delivery person siting terrified on their little ship. They'll give you a package to deliver to the Dockworker on Little Morrow- reading the book makes you less prone to becoming panicked- save the book until after you've visited the obelisks if you're interested in the story details they give. I haven't gotten into the Pale Reach content yet, and I did read the book, so I may have to work at becoming panicked to read those ones.
Looks like i have to run into a few paranoia clouds and dont activate my Floodlight to have them react.
