If not that one, there's another on the "back" of the island the pontoon is at, so just drift around that small island being careful for ruins and lava piranha things. Pretty much all of them are inside of ruined "rooms" so they can be somewhat easy to miss. The other is next to the larger island right next to the pontoon, on the same side as the pontoon. So i found both of those one much easier than the one near the lighthouse (found the one near the bigger island first before i had any idea that was a sidequest at all).
To be fair though, for the amount of effort put into it, the reward to that one kind of sucks honestly, so I'm not sure it would really be a big deal if you didn't finish it. (a lot of the optional side quests have that issue actually, where the item they give is more like a meh niche reward than anything you actively use constantly. They may be better in some way, but often just don't compete to the stuff you can get normally 98% of the time (except maybe the crab pot).
Thanks for the hints above. With that help, I finally got all the tablets and like you I was a little disappointed.
With the descriptions of the cave paintings showing the light dispelling a tentacled creature, I had actually hoped getting all the tablets and opening the lighthouse might unlock a third ending or something like that. but it was just more treasure and a boat accessory.
