Yes, I agree with your summarization that SPARTANs would fail against almost any sci-fi soldier.
Except that a Spartan would likely never get the chance to 1v1 a Starcraft Marine, as he'd get Zerg Rush'd before the fight could begin.
Psi XCOM soldiers could just mind control him, so not much of a 'fight'.
And 40K Space Marines... I won't go into how that'd end...
Acctualy, I think that SPARTANs would be evenly matched against an XCOM soldier, even in titan armor (because the spartan armor is essentialy the same thing, but with energy shields, and an awesome visor)

Based on my experience with XCOM troopers, the standard, non-psychic, non-gene-moded (and non-MEC) trooper would be somewhat lacking against SPARTANs.
Terran Marines are often lacking in skill and discipline, and as the fight between Raynor and Tycho shows, they are quite lacking in close quarters, where the Spartan's super-speed is to their advantage.
Also, you're probably not allowed to bring in named charecters, therefore Samus is off the table. Otherwise I'd bring in Shepard, and then we'd have a weird, but not unprecedented case of Jennifer Hale arguing with Jennifer Hale.

You highly doubt the mjolnir gen two, with self repairing armor that can repair itself on the molecular level (sure there are occasions when it fails but it must be hammered with some molecular level stuff (aka forerunner weaponry or some extremly powerful things) Hardlight shielding that can tank damage in the megatons. Many attachments. Here is a few of these abilities:
Airstrike - Calls in heavy munitions around the user
M2705 regeneration field - Applies a force to remove hostiles from the presence of the user and then temporarily appropriates armor system functions, targeting biological and combat vitality-oriented armor functions in order to heal the user and repair the armor
M805X thruster pack - A booster pack used to propel the wearer forward or to either side
Overshield - A Covenant-developed technology that strengthens the user's energy shielding system
Proximity mines - Deploys three mines that lock onto hostiles
Repel - Flash-freezes a small area, causing considerable harm to nearby personnel and equipment
Seeker drone - An explosive homing drone
Series 12 jetpack - Mitigates gravity, allowing mobility over challenging terrain
Shock chain - Creates an energy shield that damages enemies and restores the user's energy shielding
Stun blast - Creates a short-range electromagnetic pulse (EMP) which interferes with all electronic equipment within the radius of the pulse
Teleport - Allows near-instantaneous transport over short distances
Type-27 hologram - Creates a holographic projection of the user that can draw enemy fire
Type-3 active camouflage - Affords the wearer a brief period of near-invisibility in addition to scrambling nearby motion detectors

Oh and I forgot to mention the halo 1 to reach abilities as well (bubble shield, deployable shield, etc.) And that the GEN2 armor features integration with artificial intelligences, ranging from volitional smart AIs to simpler, yet complex, dumb AIs. The AIs that manage the Mjolnir BIOS and VISR are generally passive helpers that integrate, prioritize, and even subtly alter the torrent of data and sensory overrides fed to the armor's Spartan user, simplifying the chaos of the battlefield and reducing confusion. These AIs also handle mundane administrative tasks by filing munition expenditure forms, battle damage assessments, kill reports, and other paperwork on behalf of the Spartan. The typical suit of Mjolnir armor carries around a dozen or so of these AIs, each specialized in numerous tasks of war and science to aid the Spartan they are attached to. While these AIs are incapable of a human's oversight, they are still a valuable component of the armor.[12]
And here are some of the Armor Components That make the armor so good in situations:
Biofoam injectors: Allow for physical injuries to be sealed and repaired without the use of external medical kits.
Energy shielding: A protective barrier that surrounds the armor and protects the user from harm.[32]
Inner skinsuit: The inner skinsuit is made of a moisture-absorbing synthetic material linked to an environmental control computer and the occupant's neural interface. It controls the suit's temperature and actively changes how the suit fits the user.[33]
Compact fusion reactor: The fusion reactor is the most essential part of the MJOLNIR system, as it provides power to all equipment on the armor—the reactor is built into the suit and allows for nearly unlimited movement. [GEN2]'s fusion reactor is installed at the back of the torso carapace.[34]
Magnetic weapon holder strips: The MJOLNIR armor features very small, yet powerful magnets placed on the legs, waist, and back of the suit that are used to hold any equipment or any weapons with a magnetic property. The suit also contains a magnet system within its boots that allows its wearer to stay attached to a metal surface in zero gravity environments and can be toggled on or off by the wearer.[35]
Power supply control unit: Manages the power supply of the armor.
MJOLNIR GEN2 BIOS: The basic input/output system, standard firmware interface of the GEN2 suite.[36]
VISR 4.0: Up to version 4.09, these visor installments are optimized and customized to facilitate specialized tasks.[37] VISR 4.0 is capable of managing a Spartan's disparate sensor feeds, battlenet links, and suit diagnostic messages.[38]
Force-multiplying circuits: Allows the user greatly enhanced reflexes and strength, improving mobility and combat effectiveness in close quarters.
Motion tracker: Shows movement of friendly and enemy units within the system's radius.
Pressure seal: The pressure seal is a vital component to the MJOLNIR system, it keeps the system airtight, underwater or in space. The seal is very strong and will only break under extreme pressure, such as in a high velocity impact or when the hydrostatic gel has been over pressurized.
Support upgrades: These customized and specialized upgrades allow combat advantages by modifying the core and periphery systems of GEN2.[21]
Sprint module: Unlike previous armor systems, Mjolnir GEN2 has a built-in sprint module that allows the user to run at faster speeds by overriding safety protocols.[1] It is functionally similar to the version developed by Kat-B320 of NOBLE Team, which saw widespread deployment across Reach in the planet's final days.[39]
Tactical packages: These customized and specialized packages allow combat advantages by modifying the core and periphery systems of GEN2.[21]
Titanium nanocomposite bodysuit: Sandwiched between the external armor and the internal padding is a thick armored bodysuit. The bodysuit is made of a nonrigid titanium-based material, making it very strong and yet very flexible. The suit has numerous functions, small but vital to the safety and survival of the wearer. It also serves as another layer of protection against ballistics attacks and is coated with a heat-resistant material to disperse heat from plasma weapons. Many components of the GEN2's titanium bodysuit are conspicuously fashioned after the shape of human musculature; this was less prominent in previous Mjolnir generations. Some models have portions of the bodysuit share their color with the external armor plating, though completely black bodysuits are still common.[21][40] Certain fireteams or individual operatives are outfitted with customized techsuits that contain a host of undisclosed improvements or modifications to fit particular mission parameters or operator need.[24]
Integrated thruster system: GEN2 suits are equipped with an array of shoulder- and back-mounted thrusters, increasing a Spartan's mobility in the field and presumably in vacuum environments.[41] The system, which was added as part of a series-wide update, partly alleviates the need to use an external thruster unit or jetpack; however, it provides only limited thrust and as such does not fully replace external thrust apparatuses.[42] It is still powerful enough to allow the user to hover a few seconds in mid-air when activated in a stabilizing arrangement. Integrated thrusters saw use in combat as early as March 2555.[43]
Auto-repair and bypass nodes: Any damage that the armor plating suffers can be repaired by built-in, triply-redundant subsystems. These systems are receptive to nanomachines facilitating the repair.[44] Additionally, bypass channels allow certain components to function if routing is compromised by extensive damage. Both these systems can fail, resulting in "scarred" armor plating.[45]
And to add to that there are ALOT of variations of the mjolnir armor that help any spartan fireteam in any type of situation, Enviorment, etc. My favorite versions are Achilles, it includes an agressive ai, making the spartan prone to rage, ignoring pain, becoming even deadlier in close quarter combat, and a couple other things (note some spartans cannot handle the ai so they become an enraged warrior, not being able to communicate, and fighting until he dies or he kills everything around him). And warrior which increases speed, mobillity, and with its design, it protects the spartan more then most sets.
Now the armor itself has been noted for surviving some of the toughest things thrown at it, like when in the book fall of reach, the master chief took fuel rod's from fuel rod cannon's (which in cannon incenerates litterately everything in its area of effect) 50mm titanium tipped rounds from a skyhawk in fall of reach, and can tank radioactive Isetope rockets, and this was during reach, now spartan armor has improved dramatically. Now as I said before titanium is stronger and I have to provide proof for my claims, here is some proof by a guy named john providing info on the titanium
the titanium used in halo is Titanium-A .. which has a base of high grade Titanium -50 that has been chemically altered on a molecular level. Making it at minimum (key word minimum) twice as strong than its titanium base element or metal.
standard Titanium is pound for pound twice as strong as steel alloy. Now this is a thorough look on the spartan mjolnir.

Here is a taste of the spartan weaponry post halo 5.... The answer is a saw that spits out titanium armor piercing proximity fused, explosive warheads, with a mag capacity of 72 rounds, spitting out rounds at a incredible rate, compared to the bolter, they are very similar, the only difference is the size of the round and the fact that the space marine bolter only has 30 rounds for every magazine. The Oni Chain gun is the equivalent to the heavy bolter, the only difference is that the chain gun fire's a slightly smaller round (but makes up for it in power) for rocket's we will be using two models from the unsc, the spnker, and the Pilum, here are some of the variants for the SPNKr,
SPNKr EM: Variant with four rockets per magazine and is able to lock onto ground and air vehicles
SPNKr EX: Variant that fires laser-guided cluster warhead rockets that detonate in proximity to enemies, releasing an effect similar to the fields of splinter grenades
SPNKr Prime: Variant that fires fast, powerful rockets. Spartans that use the SPNKR Prime in War Games also get boosts to movement speed, shield strength, and jump height
The SPNKr uses a 102mm High explosive, armor piercing, Anti-tank missile.
The m57 pilum rocket launcher use's a 50x137mm HEMP Round, and has a magazine of 2, its variants are the
Ad Victoriam: Fires three laser-guided missiles in a "V" formation. All three missiles feature an airburst proximity fuse. The operator can use smart scope in order to guide the missiles with the reticle, and doing so will fire the missiles in a cluster rather than a "V" formation.
High Five: Fires five Hydra MLRS mini-missiles that will lock onto both ground and air targets. Unlike the base model and the Ad Victorum smart scope is not needed for the missiles to lock onto targets
now compared to the space marine's Missile Launcher, there is a hell of alot more variety from the unsc then the astartes, and seemingly more powerful, with a larger magazine.
The Astartes bolt pistol uses a slightly weaker variant of 75 caliber ammunition then the bolter, but still is almost as powerful as the boltgun.
the M6H is the standard magnum for the unsc, firing a 12.7x40mm M225 Semi-Armor-Piercing High-Explosive
Rounds with a 8-round detachable box magazine for the m6h, and a 12-round detachable box magazine for the M6H2 (the upgraded variant of the magnum.) its other variant is the Whispered Truth.
A cut-down M6H2 magnum without a smart scope system, under-barrel flashlight, or forward trigger guard. It also has a custom slide and can mount a suppressor. This variant sports a 18-round magazine. Unlike other pistols Whispered Truth fires in three-round bursts.
Up against the imperium's plasma cannon is the M555 Gauss cannon, It uses 25x130mm M485 HV/FTHP rounds, and is notorius for penatrating some of the strongest armor's in halo.
Now this is just the tip of the iceburg and if I wanted to be unfair, I would just use promethian weapons and the really strong unsc and covenant weaponry, but I want a good debate, so I'll hold out on the strong weaponry and etc. for now...
And space marines cannot parry a "♥♥♥♥♥♥♥" of bullets, they are not fast enough to do so... the only true thing they could do is just put their hand in front of the area being shot at.... the only actual feat (that I can think of) when a space marine "slapped a round" is when a bolter round was about to hit.... can't remember his name... but he hit the bullet and it destroyed his hand. And about the space marine being stepped on by a titan, first up he sunk into the ground, second this was a warhound titan that stepped onto him, it's not like he had to survive the weight of a emperetor class titan. (which he surely couldn't) necron gauss rounds (also your statement about a forerunner being one shotted by a gauss round is ♥♥♥♥♥♥♥♥) may be a very dangerous weapon, effecting you on the atom scale (also they are not ftl ffs) but spartan's have survived megatons worth of damage, weapons that would ♥♥♥♥ you on the molecular scale (promethian weaponry) and many more feats. Spartans can defininatly lift more then 20 tons and up, that's not impressive at all... About the space marines could learn a language.... so what? How does that help a space marine being butt ♥♥♥♥♥♥ by a spartan with a gravity hammer, energy sword, energy bayonet, etc. space marines can only run 45 to about 54 mph, only the fastest space marine's could run 60mph and up... spartans can run 55 to 60 mph with cat running about 65 mph, proof? In Halo: Initiation, Palmer states that she is able to outrun a horse. The average horse can run at 40(64.3kph) to 44mph(70.8kph)... With the new gen 2 spartan armor that speed has increased dramaticaly. Allowing the user to move even faster then before.
Also, spartan's can survive under water, in fact there are actual spartan suits specifically for missions that took place under water, survived in a vacuum, while going into slip space (this is going ftl lol.) Spartan's lungs allow them to survive inhospitable enviroments as well.... I mean for god sakes their lungs are coated with a material that allows them to survive for just that reason, spartan's have survived being shot in the face, having some of their limbs removed, and etc and still being able to fight.... Also your point about the space marine being able to counter ftl movement with only being able to react in the nanoseconds is ♥♥♥♥♥♥♥♥ lol. and about the spartan's only having a 20 millisecond reaction time, which I can tell you is no where near as fast as a spartan.... proof is right here "Their reaction time, while impossible to chart accurately, was estimated to be twenty milliseconds.[19] The Spartans' reaction times were noted to be significantly faster in combat situations or with assistance from an AI. So what this is basically saying is that they could not actually give a correct one hundred percent confirmation on how fast a spartan is, so they decided to say they reacted in the milliseconds... with their reaction times being faster during combat or with an a.i. now I couldn't give you an exact number on how fast they really are but I would assume the could react in the Nanoseconds like a space marine, and even then if they didn't that doesn't mean they wont be able to combat a space marine in close quarters, elder are faster then space marines, and the space marines seem able to counter them and do pretty well given the circumstances. (also it has been noted that spartan's could dodge or parry bullets in close proximities as well.
Spartans have been noted for processing information and calculating situations on the battlefields as well as space marines. So it's not like spartan's themself's are lacking in the intelligence department. Energy sword would tear through space marine armor like butter, Spartan cloaking and promethian vision lets them see anything and not be seen by anything.

Throughout the wall of text you keep making the assumption that an element from the Halo universe and an element from the WH40k universe are similar and then miraculously decide that the Halo one is better. There's no particular reason to do that - you cannot, with any justification, assume that, for instance, Space Marine Power Armour is weaker than Mjolinir Mark V on the basis that lasguns penetrated it because you have no idea what a lasgun would do to both.
The best you can do is compare similar games - say, Halo vs WH40K Space Marine... which has both armours functioning similarly.
Same goes for the rest. Reaction times in SPARTAN-IIs vs Astartes.... you have no real point of comparison there. Boltguns vs MA5B? Power Sword vs Energy Sword? It's all just assumptions.
About the closest comparison you can make is based on their physical capabilities, where it's plainly obvious Astartes would be superior on account of having experience lasting centuries and being several times larger.
