I really want to play Tau so I'm wondering if anyone is playing the Codex Edition mod that adds Tau and Necron

Yep, pretty popular. Still a lot of players (though lesser than when it first launched).

Is this mod developed by the same team that made the 'Closer to Codex' mod for Dark Crusade?
