Already did all of the update troubleshoots all are up to date I know that's not the reason since DoW2 ran on my old pc desktop that runs cracked windows 10 and never did a single update for the drivers and even the geforce thing.

I have solved !!! I realized that I had the "nhaimic" app open. It's an app that controls and redirects audio instead of audio drivers. So maybe you can try to check if by chance you have an app that controls the audio instead of drivers.

It took awhile for me to solve my problem but I finally figured it out. I had this exact same problem: DOW 2 would crash on startup unless I added the "-nosound" command line in the Steam launch options.
For me my issue was caused by Dolby Atmos. I had purchased Dolby Atmos to use with my HyperX Cloud headphones, and my problems with DOW 2 began after I had installed Dolby Atmos on my computer.
I normally wouldn't turn on Dolby Atmos all the time--just occasionally. Anyway, I finally figured out that DOW 2 would no longer run on my computer unless Dolby Atmos was turned ON. For some reason, when I disable Dolby Atmos on my computer, DOW 2 will no longer run, but when I run my sound WITH Dolby Atmos my DOW 2 starts normally. Weird, right?
Anyway, if Dolby Atmos isn't responsible for your own problems, I would recommend playing around with the sound settings on your computer. If you have recently changed your sound settings and your DOW 2 no longer runs, try changing your sound settings back to what they were previously and maybe you will get lucky.

I too tried all fixes but had no luck until I read somewhere that old games don't run if your CPU has got more than 8 cores, so I went ahead and disabled half of my cores and it worked like a charm!

For me, that was the Nahimic companion, and a newly set pair of headphones.

guys, guys!I find out a way can totally fix this bug.The problem is due to a problem with the sound file,But I don't know exactly what it is.But we know use "-nosound"(https://steamcommunity.com/app/56400/discussions/0/3192486000827957217/)we can run the game.it is work, but we haven't any sound, that is terrible.
So in my way, this is only 1 step to fix it
1.External Sound Device change to 44100 hz:
- Switch to 44100 hz and 44100 hz in game
- Right-click on sound icon at the bottom right of the desktop.
- Under input, click "device properties"
- Click "additional devices properties"
- Go to "Advance" tab
- Under default formats, switch your current frequency to 44100 hz
- make sure the 44100 same at the game setting
If there are any other questions,Here's a detailed guide,I think the sound problem also apper in the Warhammer 40,000: Dawn of War II - Retribution
