To use your parry or evasion skills: first you either parry (by hitting attack at the correct time thereby intercepting the incoming attack) or evasion (by dodging at the correct time. usually 0.5s before last pulse of the marker, aka just when they're about to touch you, the audio cue is a chime like rapid pulse of the sound made by the attack warning, so dont trust your eyes instead trust your ears. back onto subject though) once a dodge or parry has been done correctly via the weapon type you're currently holding if you press the attack button again after doing it (yes you have to press the default attack button not the skill button) you will use your parry or evasion skill you have set.
