This error usually occurs when server maintenance is being done by the developers. They do this from time to time to remove bugs and update code. Nothing to get worried about.

Since when you are getting this error? Last time when major update took place, which was 15 days ago, it took almost a whole day for me.

Your problem seems different, please check again. I am easily able to connect for multiplayer matchmaking under a minute.
