Performance gets much worst when lowering resolution?

This some kind of bug?
This does not make sense. I'm running with a 2080 SE with a ryzen 9 3900x and the graphics hardly look any better than a mid xbox 360 title. This game looks like it should run great on any modern hardware
The games frame rate is all over the place from 70 to 30 but when I dropped the resolution to try to stabilize the fps the screen gets this weird noise effect and the fps gets stuck in the low 20s. The game only runs above 30 fps in windowed mode at the desktop resolution. I tried different screens. both 2560 x 1440 and 3840 x 2160 resolutions has better performance in windowed mode than 1920 x 1080 in fullscreen mode.

This game's nothing more than a money grab.

The game's still in the same shoddy, technical state it was in a year ago.

Windowed Mode can make many games perform better.
This can be a per-system/title discrepancy.
