really, the best thing i've been able to do in that situation is throwing something at him, and either running or using a melee weapon from there.
generally, from round start i'm looking for: a brick or baseball, a knife or revolver, an escape item, and any large melee weapon. the thrown weapon is generally the first thing i find, as they're usually the most plentiful. they stun klowns and the two i listed can kill lackies, tennis balls only stun them.
if your melee weapon is a knife, fire poker, or axe, AND the shorty is using any of the cocooning ranged weapons, you might just take the cocooning, and escape either after being hung up, or in the shorty's arms... whichever is more viable.
the BEST way to deal with it, though, is running in a gang of 3+ humans.
