the bouncecaster is strong, but like it cocoons you. Popcorn gun can just be an instant kill quite literally. It makes cocooning completely pointless so long as it exists.
Dude has never seen a shorty with popcorn gun, or worse, multiple shorty with popcorn gun.
Tracker and Brawler can keep up in chase and 1v7 the entire team with Bouncecaster in a fight
Neither does the popcorn gun on the same two classes, because its hitscan, doesn't suffer from line of sight problems (like thrown items from humans do), and its only "drawback" is the reload after each shot, which you can sprint during and simply not be hit by bullets or melee. The popcorn also has absolutely resource requirement so it is spamable and abusable by multiple clowns. It doesn't even matter if you are downed and get back up, because Humans stand up with a slither of health that the popcorn cannon can deal at max range

It would be a simple nerf though and would come with a slight buff. So kind of a rework. Just give it a longer reload/shot delay and buff it so the cotton candy progress sticks longer before regressing. What makes the bouncecaster OP is the progress it makes on one shot and the fact that it does splash damage.

Eh, I've just not really had an issue with the bouncecaster.
Most games I play we either save cocooned people or when I'm klown they get saved.
I'd far much rather that than get popcorned to death by multiple shorty players.
I mostly just use the base cotton gun, but I also bring the popcorn gun for the occasional partied up group that don't talk in game but seem to have 3-5 people very coordinated.
I've also been cocooned by the bouncecaster maybe twice and I've died to the popcorn bazooka more times than I can count.
I really don't understand the tears, I'm going to go ahead and assume it's just people who abuse the popcorn because you unlock it early but haven't leveled enough to unlock the bouncecaster so they come to the forums to cry about it.
I enjoy playing both sides. As a human, I f'in HATE the popcorn bazooka. As a Klown, its the only thing I use. If it was a cocoon weapon, fine, but once you find someone with the popcorn bazooka, they either are forced to kill you or die, since it puts them in the downed state you can execute them immediately. The only time I've NOT dropped 7+ kills with the popcorn bazooka is when the entire human team runs together and ganks the fk out of me. Even then, you can shoot, run away, shoot, run away, repeat as they chase you and you can still kill at least 1 or 2 of them. Same as a human, only time I dont get decimated by a popcorn bazooka is when 3 or more of us gank the klown using it, but either way the other Klowns always come and do cleanup detail anyways. Pair that with 2 or even 3 of the klowns running it? Game over, ezpz.
On the other hand, the bouncecaster (grenade launcher) is busted as well, being 3 shots and you can detonate it early with right click, but it's evadeable and as long as you dont group up or run indoors when being chased its kind of hard to land those things, AND you can always escape the cocoon anyways.
Moral of the story: bouncecaster is annoying because of how fast it can cocoon you but it's fairly balanced. Popcorn bazooka is just plain busted. Might take you a minute to down someone with it, but if you hit them at least once with it, they're pretty much guaranteed to die, since it tracks them as well you literally will *not* lose their trail. Easiest fix in my opinion? Increase the wind up time by 1-2 seconds on the bazooka.
The other problem we need to be debating here is them yappin balloon dogs.
