Royal Town Sewer consumables

So is there a shop to buy the items that can drop in the sewers? If you just have to farm a handful of items when others are readily available that seems like an odd design choice

Royal Town and the Sewers spawn the same kind of items. There is indeed no shop for those specifically.

And where can I find Beaver's Tail? Only drop from battles or broken itens too?
