"The Game is Afoot" quest bugged?

I've spoken to Chloe's dad, checked the safe, and spoken to her uncle, and now I'm supposed to find Enzo in Royal Town. Thing is, I've systematically looked literally everywhere in Royal Town and can't find him. I already figured out that he's the Grey Fox/Piper so I have a pretty good idea of what I'm looking for and he's nowhere to be found in Royal Town as far as I can tell. I'm pretty sure it's bugged, but to be certain: where is he supposed to be located?

I did find him, turns out the issue was that I just never tried speaking to that guy because they told me to look for a guy in a green coat and (perhaps because I'm colorblind) his coat looks very brown to me.

Could you tell me the next part after speaking to Enzo? I got side tracked with other side quests and was annoyed that the quest log does nothing to hint at what to do next and I've done all my other party members quests except Chloe because of this damn part.

Okay IIRC you get the letter from the 'gray cowl' thief, and it also has a coffee stain on it. The name and stain are clues. Do you remember anyone talking about they had a shady past before? If you forgot then why not check your action cards bio to see if any matches the description of this thief. The stain implies the thief was drinking coffee while writing it, now where is a place you can buy coffee? I should note ALL of castle town is now open when you get the note, check every floor of the town if you have to.

If you're still stuck i'll spoonfeed you the answer.

That's why I was telling you to look, since you never seen it, it's probably on the lowest floor of castle town, in fact it may be under ground. Not the sewers though, that's unsanitary.

Well, the only place that I've ever seen the coffee machine in the game is the Savers Guild. But there is not a single trigger there. So, what gives?

Ok I found the subway, really should be a sign or something, my brain just utterly ignored its existence since the stairs are annoyingly hidden from sight due to the camera.
