Report a translation problem
This actually applies to how much morale or draft papers they give - 3 red chevrons give 3 points of morale or papers, while 2 blacks and 1 red give 1 and 1, respectively. In other words, chevrons are a "soldier quality rating".
Why they bothered with black chevrons and not just have varying amount of red chevrons on the soldiers' files is beyond me.
Due to a repeating feedback about black chevrons being confusing, we decided to remove them. The change will be live in the nearest hotfix.

But in case anyone else needs that information - you can click a patient in the CCS with a middle mouse button to enter their bio. If they are a VIP, you will find a letter there, with all information necessary to make a decission.
