Also, I had no idea luck was worthless in Harmony too. Wow! What a weird and stupid game all around. I already hated the EXP scaling system in Harmony that makes levelling past Level 53 practically impossible. Now I've got another thing about the game's stat mechanics to be completely baffled by.
Circle of the Moon seems to be the only game where Luck actually works, and this can be clearly seen in Thief Mode. I always loved how straightforward and to-the-point Circle is, and its stats system is also indicative of this.
By any chance, do you know how Luck works in Symphony, Curse, Portrait and Ecclesia as well? And Lament, too, I guess? (even though the stats in Lament are already pretty meaningless since there's so few items and no such thing as EXP...)
Its no "error" or "bug" its just the way how game is.
Most you can do is apply mod patch (you could if you extract rom file and put it back in game with fan patch)
