Kagura Games is a publisher, they simply translate Japanese doujin into english, not make them. And most of the games they translate are chock-full of rape. Including this one. Very tame indeed. Some cultured people here. I approve.

Kagura Games basically takes advantage of a loophole in Steam's weird handling of sexual content. Instead of risking get rejected despite being milder than certain other games, Kagura Games just hacks out the hentai parts and sell an all ages version with a free adult patch at their site. Thus It can't be pulled from Steam as easily because the game they sell lacks questionable content. It isn't their duty to police third party addons that add questionable content.

thats probably the best way, or second best way of handling it. Preferably I wish that all "questionable content" were allowed on Steam's adult section, but alas, we're in current year.

All Kagura Games does is pick and choose a game then translate it, cut out most of the game leaving it bare bones (Censored) so Valve allows the game on the store, Puts the rest of the game in a patch thats on there store.
