Can't cross play

I just got the game. I did unlock the online section of the game. I went to the Settings- Extras and the option for cross play is simply not there. I have a Microsoft account all ready, so when I go to start a convoy it makes me log in. But when I do a get a code 0x8000000d or it says "An illegal state change was requested".
