Is this Vsync thing a "known issue" (didn't play this game for a long time)?
And I didn't have issues with the textures at first, but as I've kept playing for the last few weeks they're getting worse and worse. Car models keep getting pixelated outlines too, as if AA isn't working either.

You can try deleting your "UserConfigSelections" file and see if this resets the textures issue.
Idk if you all found a fix yet. But I found a fix for mine. Go into graphics settings, turned invidia dlss technologies off. And then I could turn vsync on.
