I'm not buying any DLCs that didn't come with the premium. I have too many cars as is anyways, and 90% or more of them will just sit in my garage and collect dust....

The problem isn't the DLC pack. It's the increasing cost of games in an economy in slump. Yes it might match inflation, but wages haven't grown to meet that. It's understandable this was going to cause fuss regardless of it's sensibility, as 7 cars for 10 bucks is actually decent value. If you want to see DLC hell, looking at any popular competitive fighting game or more serious sims like iRacing.

Additionally, I assume this is in part because Forza Motorsport has taken as long as it has to come to market, and has forced PGG to stretch the games standard life cycle. Additionally, PGG guarantees new cars every month completely free to owners of any version of the game.

In summary, I don't think this is a PGG issue as much as it is an industry issue. This is partially due to being in an era of live-service games versus box product games. This is most cynically demonstrated in Bungie's GDC talk here: https://www.youtube.com/watch?v=ZLbvMWEAoyY&ab_channel=GDC
I think the criticism of the DLC doesn't come from an actual criticism of the content, but rather it's a tone policing for falling industry standards, which to reiterate, I don't think is the case here, but I can sympathize with someone who might look at this and see "Horse Armor

They should charge only cosmetic stuff.
Rims and car bodies should only be cosmetic and they could charge extra for that.
They could sell special liveries, more race editor content.
Or just sell accelerators for wheelspins and progression...

Content and gameplay (cars and tracks) should be available to everyone by farming a little. If you want everything, will be too long so have to pay...
They also should remove special edition cars, it's just unbalance and fake rarity.

Even if everything was mentioned in the premium contents this still doesn't make any sense to release more car packs separately. Those should be given to users who own premium edition as a good gesture instead of being greedy. It's after all called "PREMIUM", you fools. Now I think they will take this opportunity and make another top tier edition (which gonna cost a fortune) for their next game which will probably have every post launch content through out games life span.
