The Track builder.
I am absolutely convinced that this was added to the game to punish anyone who wanted to attempt to make content.

Aside from not being able to test the track until AFTER you save it, and no possibility of editing those tracks once they are saved, it seems like they have gone WAY out their way to make the entire process as obtuse and frustrating as possible.

Trying to place an object? With attachment nodes on, it doesn't matter if you are hovering over another node, in direct contact with that node, the asset you are trying to place has a 75% chance of snapping the wrong node node (usually completely off screen), or under the map.

Trying to place an object with the nodes off? "Straight" is not an option. Every asset will end up going slightly uphill, downhill, or off to one side, because the controls aren't fine enough to align anything properly, and setting stepped rotation on, even on 1 deg, is exactly 0% better.

Make a track piece to use at a later date? No matter how long you spent getting it absolutely perfect, when you load it back in, congratulations on your seams and misalignment.

Even if you have something perfectly aligned, as soon as you go to place it, it'll move, and all you successfully did was waste your time.

You can't move the starting position, other than barely vertically, and even then there's a good chance that when you go to test the race, your car will spawn under the track... that you can't modify, because you had to save it to test it.

I tend to agree with that.
The addition of a tool to zero the x and y axis and a "fine adjust" would reduce the frustration by at least 30%.
