game breaking bug/ need help fixing

So all of a sudden, all of my single player races are playing in x2 speed and the physics seem to no longer affect my car. This is terrible. Online race lobbies played fine but then I went back to single player/ bots and everything speed back up. Even the loading screen with my character on stage was playing x2 speed
Edit: formally submitted bug report. Just requesting other help if anyone has had similar issues.
