Base game will be more than enough for what you're looking for. The dlc are mostly car packs and 2 expansions with separate maps (hot wheels and rally adventure).
As HuskyGT says, you'll have access to around 600+ of the 870 odd cars currently in the game and the main Mexico map. Very few people are ever on the dlc maps anyway tbh.
FH5 is a weekly nightmare, bugs over bugs over bugs sometimes bi-weekly with that gamebar crap.
Cars stats numbers dont match depending from where you look at Them. (choose car vs Upgade)
Fine gears tuning is impossible as the outcome keeps changing even at exact same stats.
The best like 1-2-3-4 hundreds best times in Rivals races are cheaters. (same in 4)
They tell you to put on ANY piece of clothing but really you have to put on a SPECIFIC ONE.
I drive Manual but this week i can't even move the car. In automatic i have to start in reverse then i can go forward.
Since last weeks FH5 update my computer crashes for nothing when in FH4.
In FH4 now with cars that i use to beat unbeatables with ease i cant even beat highly skilled.
Ex: A race i know my time to the second. 4 min 15 secondes i cant do it under 4 min 45.
Tested my gamepad on other games and Steam test, works perfect.
All that ?&$# comes from Gamebar and FH5.
I created a club and couple months later there was an update and since then never been able to even see the home page of it let alone manage it.
I remember a couple months after buying the game, driving manual i would start the race in reverse, ok got it reverse. But not always so even anticipating it would not mitigate the incompetence of the programmers.
They created a 'Test Track' or something like that. When in it as opposed to the default upgrade place 'Garage' it take like a full second to register your choice instead of being instantly changed. You sometimes go throuygh 10s of different set ups containing 10s of different components. Great job really. takes me 2 hours in ther instead of 30 minutes in Garage. Again Great Job.

Since March 2023 when i installed FH5 it has been a nightmare with this game.
2 full days with microsoft support for absolutely nothing. i knew more then them, i fixed it myself until they again completely scewed everythig up again recently
Xbox app, Gamebar, FH5, I dont know which it is, but its 1 of them or a combination.
You have been warned.
With exception of 2 map expansions: Rally Adventure and Hot Wheels 2, DLCs are just additional cars, on top of several hundred already in game.
Car Pass and map expansions are bundled under Premium Edition, which is MUCH cheaper than getting game and DLCs individually.
Now, those with "Car Pack" in their name were released much later, and so far are not available in bundle, or at individual discount.
Ai was made a lot harder because of the much improved physics compared to 4
Been using manual ever since the game came out, had absolutely no issue at all with the transmission (I'm on a PS4 controller)
