No, it's a part of the Hot Wheels DLC. You can't buy this car separately.

Also I think you need to complete the Hot Wheels DLC main missions up to a certain point or buy it from the auction house to get it. Been a while since I looked at its requirements but if I remember correctly, its not just install and buy from the autoshow.
