If you have the Premium Edition, you should be able to get all the DLC cars for free. The only DLC cars you need to unlock are the ones given as prizes in the two expansion maps. They still should be available through the Auction House if you do not wish to wait.
The DLC car packs are automatically added to your garage. If not, you can get them for 0 credits at the normal Autoshow the first time. After that you only pay in-game credits.
They are probably talking about the new car dlc that was released today.
Additional car packs were always possible. If FH5 breaks the pattern of previous games in the franchise, and adds a third expansion, then this will also not be included in the Premium Edition. You can check the contents of the Premium Edition youself, it's literally shown on the product page.
If you believe that you ever "paid for all future content", then you're getting angry at your own misconception.
