You can't rewind at the start of the race, I think it's 10 seconds. After this if you rewind it won't go back into those 10 seconds. This sometimes may cause the screen to pause a little. Also there's always been a small hesitation in this as you can choose to go from the current rewind position or rewind more.
Sometimes there's a black screen for a second or a pause when you choose to continue racing. One thing I can think of there is if it's an online race it's probably takes a second for the game to update your rewind and get feedback from the servers as the where the other racers are. Could be wrong with that one though.
The one with the bug is you're in the process of the rewind itself, but the rewind just moves you back a few meters before you get stuck in place for absurd amount of time than a normal rewind duration. It's painful to see it happen as other players just pass you while you're just frozen in time. two times I had rage-quit because of this bug.
It was frustrating, but rewind typically does work for me. But when it failed, I was forced to sit there unable to do anything.
Oh, and does this only happen in MP?
