The community has a certain amount of people who'll all be along in just a minute with their "lazy devs should all be fired" and "I BouGht PreMiUm ThaT mEaNs I Sholud GeT ALL Cars!!!1!!" schtick.
I've only bought a couple of them because I didn't want the cars that were in the other packs - they are not necessary in any way, just some addon DLC, like many games have.
Why people are annoyed, I guess, is because this wasn't the case in previous Forza Horizon titles. (shrug)
As for all other games, normal ordeal was to release car packs monthly, with Car Pass covering only first 6 packs. After little over a year, car packs would stop coming, and that was it, no new cars.
Ah, and there was no free new cars delivered by Playlist completetion, new cars were paid content.
