Open class PvP racing is always populated.
Custom class PvP lobbies vary wildly. You can have 2 players in one race, and near full lineup in next one.
Weekly championships Coop lobbies are full until weekend, and ghost towns for last 3 days.
Tour lobbies tend to have enough players to start, except Hot Wheels DLC map which seem mostly abandoned by players.
I don't play Eliminator or Playground, so dunno about them.
Playground Games suck and people people that play them to win eat Vaseline on toast. They used to be so good in FH1 and then boom it's just 3 games now.
You won't struggle to find people to play with especially joining convoys at random.
