Which make up the point differences.
2 points carry over from monthly rivals
starting with meat of playlist:
Trial: 10 points // 12 points
2 Championships: 2 x 5 points // 22 points <- Tier 1 reward gained
Stunts: 6 points // 28 points
then minimal effort points:
Weekly: 5 points // 33 points
Photo: 2 points // 35 points
Treasure: 3 points // 38 points
then it takes just any event lab, DLC event, or just 2 dailes to hit 40 points and unlock Tier 2 reward.
Remenber, you pay for the game, it's not an free to play.
Usually for me it's a chill Friday night with YouTube vids on my laptop next to me. They could have just given us the game with all the events and stories but they also give us new stuff every week. Take it for what it is, or ignore it.
As for the topic. I believe it's a fine balance the devs have to tread. There has to be enough hoops to jump through to get the rewards, but it can't become too much of a chore. After two years since release, it's reasonable to assume more people will have gotten somewhat bored and found other games to play. I think the weeklys are reasonable. Could be better, but good enough.

The first part of your comment makes absolutely no sense.
The developers make car packs that honestly aren't that great for the value they put in, so it's not even worth spending money on the dlcs.
The community really likes cars doesn't need events to stay active in the game. After all, the fun is pushing the car to the limit and not doing repeated races to get worthless cars.
More tuning options were enough to keep the game alive, giving the community more freedom to build their cars the way they want in addition to having options such as 1 identical Forza Edition spoiler for practically all cars.
I personally enjoy the c-class race events and all the different ones that specify which different type of vehicles to use. I am a racer and not a tuner and enjoy the variety of such. I also do a lot of co-op racing which is quite enjoyable to see the different cars and tunes with most people casually enjoying the races.
Also, if you want to shorten the tournament races you can do them in co-op and it will become 2-races against the bots instead of 3 races more times than not. There are some rare occasions a group will go to the 3rd race, but it's usually due to shenanigans.
Maybe take a break from the game for a bit and come back later? Even for a week, or a whole playlist for a month, or even longer. I take breaks from this game when it starts feeling dull and whenever I come back it is always exciting to do the events etc again. Though i tend to stay away from DLC zones for my own reasons.
Instead of trying to explain what the community want and what kept the game alive, try make suggestions for what you'd like to see going forward. It's more constructive.
