Has anyone else seen a driver with a level this high?

While it is theoretically possible to reach that level, it is HIGHLY unlikely. Even if said person was playing since day one. Whenever you see a 9,999 level 10 (or even this person at 1,600), it is most likely by means of cheating. Either a new cheat, or exp gained through the early days of the game when you could exploit the Goliath. You are free to report them at the official Forza Support site.

With that said, leveling in this game means absolutely nothing. It doesn't give you any benefits or even determine if you're good or not. I would just ignore and move on.

I assumed it was a cheater, and I know the leveling doesn't really matter. I didn't even know it could reach that high is all.

On release there were 10* 9999, those where def using cheats. I guess by now it's possible
to reach 10* if you play a lot. There have also been some exploits a long the way people could have used for boosts. Auto drive Event Labs etc., as you say it doesn't mean much.

It gives u wheelspeens actualy - it's a lot of money and rare cars.

That only matters to a certain point. I think I was basically set at 3*, I'm deep into 5* now and money and everything buyable is completely trivial, wheelspins are piling up in the hundreds and I only do them to kill time when waiting for an event to start. So, TheHuskyGT is right, at least after the first couple of prestige stars, levels effectively give you zero additional advantage.
In fact, if you are very high level, you are way more likely to draw aggression in multiplayer as people are keen on ramming you out of checkpoints or beat you in any other way possible.

I have a friend with a legitimate 10th prestige. He mainly plays The Eliminator, in this mode leveling up is pretty easy.

some types of racing may give more xp than others, but I've got over 1000 hours of game play and I'm level 3, almost level 4.

Level 10 suggests some cheating going on...but as said... level doesn't mean much other than a general indicator, you don't get any perks from being level 10 over level 1, it's just how many XP points you have.

Yeah, I've been confused by this since launch. I keep asking myself this, "how did this player get to that XP level that quickly." There's no way he/she could've accomplished that in a very short time period unless as you said by cheating

Just to point it out:

Prestige Stars > Total Levels (+ current level displayed before stars)
1* : 200
2* : 500
3* : 900
4* : 1400
5* : 2000
6* : 2750
7* : 3600
8* : 4500
9* : 5500
10*: 7000

I'm just putting this here so you can get a better relation of how much playing it actually requires to get to 10 stars. It is possible to be there (legally) at this point if you've been playing from the start, but I cannot imagine how to bring up the time and motivation.

Having played since pre-release, every day until today, having close to 1200 hours (50+ days according to the Xbox app), I cannot imagine the amount of mindless grind it would require. Not only that, but you would have to find the best balanced activity that gives you the most XP in less time. I am currently 3* 170-ish and I can feel how the leveling has become progressively slower.

I love this game, but not even I love it that much to put myself through the grindfest. You would have to do it pretty much every day, all day.

These players are most likely remnants of the Goliath AFK exploit.

I just did a little math because I was curious. If I take my own level progression speed (which is quite accurately 2 levels/hour) it would have taken 3,500h of gaming since release to hit 10*, which means ~4.6h constantly every day for over 2 years.
I'm not hellbent on levelling up, but I'm also far from inefficient. I dare say that most 10* players are not where they are without cheats/exploits.

Yeah, because this is all you ever do in this game, no festival playlist, no managing your garage, tuning and liveries, no waiting for an event to start or *gasp* normal races.
I doubt it. TheHuskyGT comes down 0.9 levels/hour, for example. Maybe come up with some actual numbers regarding overall progression "Sherlok". What is your playtime and level, then?
