Not necessarily, I run it fine at 1440p on my spare PC,
i5 6600
16gb DDR4 3000
AMD rx 480 8gb
You have to be realistic with the settings, but im running mostly medium & high settings perfectly smoothly, FPS varies from 50fps lows, but mostly sits around 70 - 100fps.
Try these settings, and work your way up..

and not just that it also writes like 15gb+ in the page files before even loading into the game.
At one point I was so pissed about them telling me to lower the settings that I went straight to the graphic settings and set everything to max.
Didnt get an error since then!
Also switching from ultra to extreme on every settings (except textures and geometry which i had on extreme already) didnt change the v-ram usage at all.
I'm running a EVGA FTW3 3070 and OCCASIONALLY hit a warning specifically about low memory BANDWIDTH when driving at upwards of 200mph on relatively straight roads in freeroam. According to RTSS, at less than 6GB of VRAM used, and WAY under the 64GB of sysRAM I have.
FTR, everything is on high.
I'll also say to outright ignore the advertisements for 'memory optimizer'. Those are snake oil. They are not going to solve problems, They did not way back in the day, they do not now. There is a reason noone tech-savvy will ever recommend a 'memory optimizer' or 'system cleaner'. At best they are placebo, far more often they actually cause problems.
