Purchased DLC via Steam Problem

I follow the FAQ for "Purchasing" in-game to receive DLC cars, but when i go to the store front, the pack says purchased, and when I try to "purchase" in the auction, it doesn't say free, it only says insufficient credit. I've never bought DLC for this game before, and I had to go through a goofy tutorial upon start up only to not be able to access the DLC cars.

What gives?

go to store part of menu where autoshow and auction house are, go to DLC section, and select "redeem free cars"

I don't see that. I can see the pass, the packs, the autoshow and auction house, but nothing that says redeem. just shows the welcome pack purchased, but nothing on screen to redeem, just to buy with CR.

To clarify, the welcome home cars for example, if i go into the auction house, have a download icon next to their rarity.

Also, My horizon and online are grayed out

I did, and it doesn't say free, only purchased and a CR amount.

I figured it out. I had to hit level 2. Weird. Oh well.

Yeah, don't you hate it when you buy something and the game locks it behind progression.
