Report a translation problem
It's often on sale, and its only $59.99.... I bought it a year ago or so, for $29.99 if I remember correctly.
I've never gotten Forza 5 to continue past the screen where you launch it. I always end up silently back on the desktop.
I went through every bit of troubleshooting advice I could find. These are the things I've tried:
1) I checked to see if it needs to be repaired in Steam (it does not)
2) Set it to run as Admin.
3) I've tried windows 7 Compatibility.
4) Reduced to minimum quality settings in 1080p using GeForce Experience.
5) I Updated GForce 3080 Drivers.
6) I ensured latest Windows Update was installed.
7) I uninstalled 10 C++ redistributable packages (2008-2023 version) and Reinstalled every single C++ Redistributable.
8) I changed my startup options and performed a clean boot.
9) I Reset Microsoft Store.
10) I Reset Xbox Live.
11) I Used the Microsoft Troubleshooting tool (no issues).
12) I actually reinstalled my AMD DRivers for 3600xt
13) I temporarily turned off Antivirus/Firewall
14) I even disabled Windows 11 Developer mode using powershell with this command:

I have am running this on a AMD Ryzen 5 3600XT 6-Core Processor and a very stable PNY NVIDIA GeForce RTX 3080 on Win11.
The only thing which I have not done is to uninstall and reinstall. That's mostly because it's a 165GB download... and I suppose that will be my 15th step.
One note that nobody mentions. There is a hidden crash log. If you go to the hidden %appdata% directory for Forza 5 at:
C:\users\ [YourUserName] \AppData\Local|ForzaHorizon5\ CrashReport.xml
The stated reasons for me involve WebView2 in Line 93:

<EXCEPTION Value="ACCESS_VIOLATION_WRITE"/>
I have no idea what to do with that. Maybe I'll research that next.
I've asked for a refund, but I purchased this on black Friday in No 2022. I'm way past 14 days, but today (Jun 10) was my first attempt to launch.
Despite 4 hours of trouble shooting, I have about 9 minutes logged to the game. All in restarts.
And someone says that he uninstalled wallpaper engine.
Even though I'll loose $78 (original purchase) I would buy from Microsoft again if I thought it would work. However, I'm so skeptical at this point. I spent another 14 hours retrying all the steps including two clean installs (burning 160gb per install).
I do have an older gaming PC with two GTX1080 SLI on it. Maybe I'll try to to download there and stream to my RTX 3080 PC downstairs. The only two things I have not yet tried are:
Installing on a different PC (to stream) and buying a 2nd copy on Xbox Live.
Man I understand you so well, this is the only game that i stayed like 2 - 3 hours to troubleshoot, it s crazy...
Did you also checked if your windows is on test mode? Actually in my case forza didn't start at all while i was on test mode...
Also it works well on WS 2022, however I did install xbox and store, but I don't think it is required...
Will try to setup a VM to see, if it s necessary or not, i am curious...
It s stupid that we have to discover all these things to make it work...
My rig is pretty modern, with an i9 10900-KF and an RTX-3090 so that could not be the problem. And besides, it runs fine on my laptop, which may be newer than my pc, but an RTX-4060 is no competition to the slightly older RTX-3090 of my desktop.
So, some research on the desktop and searching on the internet finally got me some result.
I peeked in task manager during the start of the game and noticed, there was a subprocess running: NGX Updater. That is an nvidia component which helps with running pre-built machine learning models that some games use.
I also noticed on the laptop, where it did run fine, that for the first start it starts some optimization process for the PC (it says: Optimizing your PC, which probably does something with those machine learning models and precompiling shaders which are used during the game, just a hunch).
Anyway, steam cannot help us, because it is not their game, so I turned up at the forza support site and there was an interesting procedure I tried (apart from updating drivers and running windows update, the usual sh.t that's always thrown back at ya as a first aid).
The thing I picked up from their site was performing a 'Clean Boot'. This procedure performs a reboot and does not load any Services apart from the default Microsoft ones, and also they advised to disable all startup items in the task manager.
So I tried that. Then started Steam, and Steam immediately started complaining about a missing service. I agreed to the question to install it, in order for the steam interface to appear. The I tried to launch the game...
The splash screen stuck around a little bit longer, and... BOOM, the game started and everything was working.
Just make sure you actually start the first mission, so it starts the optimization process. After the optimization is complete, you can either continue playing or quit and restart your PC normally. After that, Forza just launched fine with normal settings (so no Clean Boot required anymore).

In short:
- Run msconfig, and on the Services tab, Hide all microsoft services, then Disable all
- In startup tab, click to open task manager, and in the Startup tab of Task Manager, disable everything (make a note of those things you want to keep enabled later).
- Close task manager and back in msconfig, press OK. The PC will ask you if you want to restart, so go ahead and agree to a restart.
- When back in the desktop, run steam. It will ask you whether you want to install steam. Just go ahead and agree to that, so the service Steam needs is activated (could not find it in the services tab, otherwise I might have tried over there)
- When steam interface pops up, just launch Forza 5
- It should launch fine now, at least, with me it did. Continue with the game until it has performed optimization (you will see something like 'Optimizing your pc' in large letters at the bottom of the screen with a progress indicator)
- After that's done you can either quit the game or play it.
- To put things back to normal: launch msconfig again. In the general tab you will see 'Selective Startup' selected. There, select 'Normal Startup' and press OK.
- Windows will ask you to restart again, so go ahead and restart
- Back in the desktop, you can launch steam again and start Forza 5. It should work now normally. :)))))
If somehow it doesn't work, maybe you can try some of the other options on the forza support site.
