Dust storm

We are in hot season but i can't see Dust storm anywhere. There is any trick to spawn it for achievement?

no trick to make it happen. I see em everyday I been playing..
they're in the Baja- I been playing from Mexico Festival site as 'home'

Try doing the Drag race at the Mexico Festival over and over. I'm sure it will pop eventually.

10+ times finish a drag race near the mexico festival area but dust storm won't trigger. :(

Try to fast travel back to the start. Finish a race, fast travel over & over. 10 more times, do it. You got nothing going on, give it a try.

Really not working, i guess i try 20+ times and won't trigger dust storm. I remember El Camino story quest. It has dust storm in the quest. Start a quest, i drive bit a while in the dust storm and quit quest. Voila. Dust storm appears in free roam. Fast travel telescope and take photo. Achievement done.
