Update: So I just installed WeMod, and tried the game.
With WeMod just installed, but not open, game launched fine.
With WeMod open, launched the game, and after the small splash screen, game closed.
This is a normal function, not a crash or error in the game. The game does have an anti-cheat in it that checks before the game loads and kills it if it finds any kind of cheat software running. A lot if not most online competitive games have this.
If you don't have anything like this installed, that's a different story, and I'm happy to keep testing or looking into with ya. :)

And where i had issues with Riva tuner that was not playing nicely with FH4 in the past, I have no problems with FH5 and Riva tuner running in the background.
And if you've turned of everything else, try checking and turning off any other overlays, like the steam overlay, nvidia or AMD overlays, etc.
It is because you have installed some trainer especially is WeMod and leave this trainer open in the background.
First, you need to remove WeMod overlay from XBox Game Bar by pressing WIN+G shortcut key.
Go to the widget menu above then click on the WeMod to unfavorite it.
Restart Windows and try to start Forza Horizon 5 again, make sure don't left WeMod open in the background.
If this solution above is not working. My next solution may help.
What you need to do is install some kind of registry remover software. I am using Reg Organizer here.
First, you need to uninstall WeMod. After done uninstalled, then open Reg Organizer, get into Registry Editor.
Search "wemod" then wait for it done searching.
Click on "Check All" then click "Remove from the Registry"
OK, now your Forza Horizon 5 suppose to be able to start.
However, you may need to reinstall back your WeMod again due to a WeMod subscriber.
After done installed WeMod then login back your account.
So you can use the trainer again on other offline games but make sure don't add WeMod into the Xbox Game Bar again.
Also make sure you need to close WeMod when you start this game.
I was found a solution here, the reason is not about the game.
