I use both RTSS and Afterburner. My game works just fine (all things considered).

Make sure to keep at least RTSS up to date. It's on them to patch it for game compatibility.

I use Msi afterburner for a long time and had zero crashes or problems with it, did u downloaded dodgy one?

try reinstall it and/or change the application detection level to low in rivatuner,no more crashing for now

Quoting my own post @ RTSS development forum:

"Some useful info for those who experience crashes on startup in the latest ForzaHorizon 5 update with RTSS on. New game update do not tolerate Kernel32.dll LoadLibrary hooks and it won't launch if you use any application hooking that API. This applies to wide range of system applications starting from Microsoft's own ProcessExplorer, different security apps and ending by RTSS (if you applied some specific settigns to it yourself)
RTSS is configured NOT to hook LoadLibrary by default (with application detection level set to Low, which is default setting), however it will start more deep hooking when you set application detection level to High there. So simply revert it to default "Low" settings to get it fixed. But the rest affected apps like ProcessExplorer need to be closed completely."

doesn't work for me, ive completely disabled everything that might hook this api; antivirus, process explorer, hwinfo, both RTSS and afterburner, and the game still CTDs at the beginning of the PGG intro with no error to help me with troubleshooting
whoever made this boneheaded decision needs to be fired

update: turns out process explorer doesn't entirely close even after clicking file>exit, i had to shut it down through the taskbar tray, now the game finally launches
still a bonehead decision considering no other game that i've played has ever acted up because of process explorer existing
