The game selects language based on your region, you should be able to change the language(voice) in the options menu.

Subtitle and voice are packed, it's super anonnying! In the past you can use traditional Chinese subtitle with english voice but after last update traditrional Chinese is also using Chinese VA now

However, there is a way:
Choose english as language and quit the game
Go to media\Stripped\StringTables
swap the name of EN.zip and CHS.zip or CHT.zip and done! The downside is everytime there is an update you need to repeat this process, also you need go to in game option change unit to metric if you want KM and M instead of miles and feet as well as power unit to HP, but the tire pressure still shows in BAR instead of PSI, your options will be evertime you need change the tire pressure either do some real world calculation or go to options change unit to 'english' and change it back after you done adjustments.
