Before Hot wheels update, gtx 770 could barely run the game on low at 720p somewhere in 50 fps range.
But ever since Hot Wheels update came, the requirement for DX level changed.
Your card technically "supports" DX12, but at the wrong level (your card supports 11_0)
Now the game requires minimum support for DX level of 12_1, which is from gtx 900 range and up.
So, to save you a headache, get a better graphics card.
OR if you're curious, you can buy the game and try to play it, if it doesn't run in the 1st hour of trying to launch it, you can safely refund it.
And I will just add that GPU prices have finally become fairly reasonable again. You can find some pretty good second hand ones that are very affordable that will at least be able to run this game above XSS spec for a couple of hundred.
