Best way to deal with the water? Drive on the sides where there is no water - it's mostly only in the middle. If you have to drive in it, make sure you're using an excellent off-road vehicle with a really good tune.
Generally the Hot Wheels tracks are all about max speed straight line dashing. On the extreme end something like a Twin Mill which is practically a drag machine can run laps around the AI because it's horsepower is insane. Whereas in Mexico it would probably spin out at corners all the time.
Because people complained about the base game progression. Hotwheels now requires actual progression in order to drive the fastest classes. A good change imho. You not being able to handle highly skilled drivatars isn't a game issue. It's a you problem. If you have trouble with the water sections of the game.. you might have a speed issue.
Get some speed tunes. Get some actual good cars. You didnt even state what cars you use and if you tune them yourself.. play without tuning or using community tunes.
