There have always been complaints that sometimes this triggers. It's probably a safety mechanism to ensure people who need it, get it. But normally it shouldn't do it on every launch.
There are not in-game files to remove, pretty sure it uses microsoft windows text to speech. Even if you removed something, it would add it back anyway. ^_^
The loading screen is tied to your settings. However, I think the text sometimes loads before it loads all of your settings. Other games have similar conditions where audio is played, but once your data is loaded, it realizes it should turn off the music.
It's a minor thing, and from my experience if you press a button the narration goes away.
I've selected system's narrator engine in game settings and narrator in my Win10 is off. Still no luck.
Are you still in the tutorial phase of the game?
