2) without closing the game, turn off the Internet
3) expand the game, press ok
4) click start game
5) in the main menu you see "Sign-out", exit the account and the game
6) you start the game and the login window will appear.
Can confirm the fix works. I'll list the steps I took for clarity (the original post is slightly word salad):
1) open forza, allow to boot normally.
2) once at forza main menu, press windows key to access desktop
3) disconnect any internet connections
4) return to forza main menu; menu should now show the ability to sign-out
5) sign out
6) reconnect internet; this will prompt forza to restart
7) sign in as normal once forza is stable
8) profit
Unfortunately, nothing has helped me.
I am not given the option to log out. I can only quit the game
Better method is to delete XBL Devicekey in Windows credentials. Will force a sign in after.

No, it will not force a sign in.
Probably the game also has no connection to the server, although everything seems to be fine with my connection to the Internet.
This was the thing that helped me. But this error was happening too often and I decided to just uninstall the game. It was one of a few things that helped me decide to do what I did. Its just not acceptable for a 100€ game.
I had to uninstall my kaspersky security with a tool. i also uninstalled all network adapters (even the ones that are not actually displayed).
after a restart i was able to log in to all accounts again (winstore, xbox) and the game itself directly showed a prompt to log in to the corresponding accounts again.
Now I am ablte to play the game again
So it is NOT enough to deactivate the firewall to recognize possible conflicts
