I agree with this, most of the more popular tunes have awful gear ratios and stance setups and tend to sacrifice handling for horse power. The in-game tuning settings have descriptions for of what each parameter does and how it affects the ride. All it takes is a bit of reading and some experimentation.

The OFFICIAL forums. If you ask there many people will give you a legit decent tune (you should not be asking in here..). Also there is a specific thread about tunes in there.
For example, ~25% front anti-roll bar stiffness and ~75% in the back seems to work pretty good on most cars. And then just fine tune it from there.
Edit: Not to mention that people use different input methods with different settings. Just because one tune is good for a controller doesn't mean it will work the same on a wheel.
