Maybe some smart players will want a FIX to the current terrible state of all lights generally speaking, before asking for idiotic things like underglow lights.
That's why theres less than 800 players right now on Steam and it never gets over 2000 concurrent players despite being a fraction of FH5 price.
I mean if you like floaty controls and grind akin to the worse Korean MMOs sure, The Crew 2 is definitely the game to play right now.
It has underglow tho....
If anything, this game needs more widebody kits and massive wings for more cars.
That said at some point adding underglow would not change game that much, is it needed? No, would it bother me? No. Still have high doubts this is comning to the game, maybe if one day they do a Forzxa Horizon game in Japan, who knows.

They bother you so much that you try your damnest to not have them in this game.
It would be hard to imagine an implementation where you would be forced to apply underglow to your vehicles.
Underglow adds additional style points to your car, thus increasing skill points multiplier
