If you want body customization (but a drastically lower car count) you might as well try NFS:Heat
Performance options are plenty as well, never really customized my cars in GTA 5 so I can't really compare but this one has real brand models and a ton of them.
If you mean visual mods, then no. There are some bodykits, special spoilers, novelty hoods, but most of it exists for their functionality rather than look.

Horizon games have like 500+, base. So there are going to be less visual options per car.
Body parts in forza also affect car performance, so they are more-so functional changes rather than just cosmetics, adding a wider body mod to a car will give it better handling, etc...
The pro for forza is that customization is much deeper, but on the other hand if this is the first forza game you ever get it might be a bit overwhelming looking into the tune menu (you can adjust many many things like springs, wheel alignment, tire pressure, adjust gears, differential, aerodynamics, etc etc etc).
As an added note, the driving is a bit more grounded in the sense that the main focus is in how well can you take corners more efficiently, as opposed to fast car = best car. If you fall in the newbie trap of cramming all upgrades into engine you will find yourself frustrated at having straight line rockets that will slam every single corner on a circuit.
Still a fun game and if making cars handling to fit your drive style perfectly is something you enjoy, you will spend many many hours in this game.

Theres no point in comparing GTA5 and FH5, the only thing they have in common is the 5, GTA is not a racing game eventho you can race in it, FH5 is only a racing game.
You do have visual customization mind you. But you can find videos of what is available online to see if it is what you want.
Some cars have more parts than others. Sometimes the limitations make sense (oddball car) but sometimes mainstream cars have like 2 spoilers when IRL they are the most tuned cars in the US. *shrug*
And too many cars only have the generic forza bumper and spoiler. That said, there are a lot of cars, and at the end of the day there are a lot of unique looks. And you very easily collect cars here, so there is no reason not to collect a fat assortment.
