Liveries, yes
Otherwise, not really

If you want body customization (but a drastically lower car count) you might as well try NFS:Heat
Livery editor is pretty great and theres a ton of great ones made by the community, bodykits are there but not on every car.

Performance options are plenty as well, never really customized my cars in GTA 5 so I can't really compare but this one has real brand models and a ton of them.
When it comes to performance parts and tuning the car, forza horizon is much much much better. Horizon has a Livery Editor, which GTA 5 does not. Then there a body parts, which you can also customize, but many cars in forza dont have many parts you can select. But there are some cars which have a great variety of parts. Forza Horizon also has a lot more, and a lot better, licensed and more detailed rims
If you mean upgrading/tunning, yes. Pretty much everything other than bodyframe can be upgraded or replaced.
If you mean visual mods, then no. There are some bodykits, special spoilers, novelty hoods, but most of it exists for their functionality rather than look.
Why people compare this game with GTA V??? oh god, really i dont get it. Now that you are at it, you can compare it to out run as well. Seriously.. :p

Why do people come here with nothing to contribute to the community? If they hate the game so much, why do they spend so much time trying to get others to hate it too? What makes them so pathetic?

Seriously... 🤔

If they are coming from GTA, they must mean visuals. If that is what they want, the NFS games are better. But they have a lot less cars. Typically around 50.

Horizon games have like 500+, base. So there are going to be less visual options per car.
Less cars, they also look worse and the driving is way less tight than in FH, loved NFS back in the 2000 but all these new games are pretty nad imo.

Yes I care more about the look of the car, you know at GTA you can change the look of different parts in the car like the Windows, engines etc. thanks for the reply:jhheart:

Exactly! So Forza more about the cars performance
Body parts available are more grounded in forza than say, NFS heat coming up with made up stuff, so expect things like asian cars to have many many more visual part changes (nissan, toyota, honda) than for example McLarens, Ferrari, etc...

Body parts in forza also affect car performance, so they are more-so functional changes rather than just cosmetics, adding a wider body mod to a car will give it better handling, etc...

The pro for forza is that customization is much deeper, but on the other hand if this is the first forza game you ever get it might be a bit overwhelming looking into the tune menu (you can adjust many many things like springs, wheel alignment, tire pressure, adjust gears, differential, aerodynamics, etc etc etc).

As an added note, the driving is a bit more grounded in the sense that the main focus is in how well can you take corners more efficiently, as opposed to fast car = best car. If you fall in the newbie trap of cramming all upgrades into engine you will find yourself frustrated at having straight line rockets that will slam every single corner on a circuit.

Still a fun game and if making cars handling to fit your drive style perfectly is something you enjoy, you will spend many many hours in this game.
If your goal is to play with car design I encourage you to take a look at:

Theres no point in comparing GTA5 and FH5, the only thing they have in common is the 5, GTA is not a racing game eventho you can race in it, FH5 is only a racing game.

Yes.

You do have visual customization mind you. But you can find videos of what is available online to see if it is what you want.

Some cars have more parts than others. Sometimes the limitations make sense (oddball car) but sometimes mainstream cars have like 2 spoilers when IRL they are the most tuned cars in the US. *shrug*

And too many cars only have the generic forza bumper and spoiler. That said, there are a lot of cars, and at the end of the day there are a lot of unique looks. And you very easily collect cars here, so there is no reason not to collect a fat assortment.
