So i didnt take a photo of Flatbed Truck 2020 for the Horizon Promo at the start of the game . I was wondering if there was another way to take a photo of the truck or if you can unlock it as a well spin?

Assuming you mean the one in the first part of the Vocho storyline, I'm not sure that vehicle counts since that's the only time you drive it. IF it does though, you can just replay that chapter of the story again and do it then.

How do i replay that story line/mission? yes it was part of the intro of the game.

Somehow the Pinata truck at the east beach in the Luna festival horizon story chapter didn't count for me, same for the VW Beetle Taxi Edition in the free drive mode.
Not even the white painted VW Beetle which we can drive in the 1st Vocho story chapter counted for my Horizon promo progress.
Does anyone else have this bug / issue?
Maybe we can take picture for our Horizon promo progress after we completed every single of the Horizon story chapters while we are in the 2nd playthrough.

I'm very sure that atleast 1 or more traffic vehicles and several other new type of vehicles (for example the AI vehicles / unobtainable vehicles) which are listed up in the Horizon promo menu still need 1 or more improvements or the Horizon promo feature / menu in general.
