the description is incorrect. works somewhere around 22.5 or faster. there's no legit way to get 30 sec with that car.

The game indeed expects you to cheese it out. Not cheat, but glitch. Also, apparently there is still a chance that it doesn't register as completed. I have done it numerous times, but the accolade sits put.
