And maybe even cap the FPS using RivaTuner to 24fps say, this will lower the load of all the system by force. And maybe even build up to an acceptable level.
Maybe even lower the number of CPU cores the games uses in Task Manager. This could free up more watts for the GPU.
Driver settings. Cant remember but does AMD have a power slider, lower the maximum wattage the GPU can take, forcing a lower clock speed.

I have however, had my system hard crash and restart whenever I had XMP enabled on my motherboard to get the RAM running at 3600MHz. My CPU is a 3700X from AMD, and I've read that sometimes they have memory controllers that just don't play nice with high speed memory.
Absolutely NOT, there is a huge difference between 99% GPU utilization and 100% utilization. It should never be 100% utilized, a simple matter of how Hardware is functioning in a real life scenario.
A 99% GPU usage actually translates to the max/desired GPU utilization you should have.
There is always a small percentage "reserved" for the hardware/software itself, whether it be storage, cpu, gpu, psu.
I really hate that there is so much misinformation out there where people easily and without a doubt claim that 100% utilization is fine, which can eventually lead to failure and damage.

OP already clarified that the gpu usage isn't the issue, and 9/10 people will mean 99% when claiming it's at 100%. Calm down rambo
