You can can go into tuning and select pre-tuned builds and try them out.

Want to race?, there's tracks for that or you can create a track.
Want to do story?, you can run races, do pr stunts, etc for points to unlock more festival sites or upgrade your current festivals.
Want to pvp?, go to the menu and find the, I forgot the name, but it connects you to pvp matches.
Want to do timed events?, they spawn on the map at intervals.
Want to do side stories?, you can drive to it and start the chapters for those stories.
Want to upgrade your cars?, you can do that whenever you want, provided you have enough money. Your car, your build or you can download someone elses'.
There's more, but I'm tired and currently drawing a blank. Basically, you can do what you want. Consider it a combination of a sandbox and a story. The main story is optional, but is there if you want it.
Don't get me wrong, the more events/activities the better, but the map and menus get very cluttered, very quick.
OP: This game is different than older racing titles like Dirt, GT or NFS. Horizon is all about freedom of doing whatever you want, whenever you want however you want. There is really no progression. Just unlocking more stuff to do. And play around with cars.
Every time you fire up the game, just decide what you will focus on that session. It makes it a bit easier and you feel like you're doing something different every time.
About upgrading and tuning, there really isn't a moment to do it. You can pretty much play and finish the game with a single car, without even upgrading it. Every event will adjust to the car you're driving, except for Weekly Challenges which have specific rules.
